Chaos Band is THE item that carried me when I started playing. As soon as I dropped one at t4, going through bosses and higher level areas became a breeze. It also became my ring of choice for Kraahl runs, significantly outperforming Spellbounds. Is it still a solid ring post nerf?
TL;DW : yes, it's absolutely viable, though the overall dps took a massive hit.
