Hopefully this helps someone before they spend ~2 hours trying to navigate the horrible design that is the Youtube help... thing. Anyways, I'm going to go annotate a cubic buttload of videos now.

P.S. I'm really stupid for not trying that button earlier, but I figured that there's other people out there who haven't tried it either. This probably only happens when you have annotations disabled by default.
