In this part, Apollo examines the matter of the noodle stand. The stand has two different signs: one on each side. The witness only saw the sign on the north side, which contradicts his testimony that says he saw the crime from the south side.

This invalidates his earlier testimony about seeing the moment of the murder, because if he was standing to the north, and the victim was facing him, the victim's wound would have been on the other side.

Why did the witness lie about where he saw the crime from? Apollo knows the reason: it is because Mr. Stickler is a no-good, thieving panty-snatcher! Yes, he's been stealing panties from women all over town, but he didn't want anyone to know that was the REAL reason he was in the park (and in the victim's garage) that night.
