Are Virtual reality games too expensive ?

The high price of some VR games relative to the amount of play time you get from them has certainly rustled the jimmies of many a VR gamer. Is the relatively high price of VR games Justified ? What can Developers do to add value to there games for minimal development cost ? What makes a VR game good value ?
