So, this is the place that I've found with the most consistency for having otters spawn; I've checked it through a fair few wild dino wipes and always found otters here afterwards.

If you know of anywhere else that's useful - lemme know and I'll check it out :D
So far I've done a fair bit of testing over at the Green Obelisk and I looked up in the Jungle area too - both were dangerous and no reliable spawns.
