How do you stop an out of control strobe?

Looping delay repeaters with the delay set too low and attaching them to flashlights can cause strobe effects which means the lights flash too quickly. This is somewhat unwanted and the only method of stopping the loop seems to be to unplug one of the pins in the loop.

You might also stop the effects of the strobe by adding a power switch between the RTG and the platform, in which case the loop will keep going but the effects of the strobing flashlight will be diminished.

This is useful for building 7-segment display sequences (with 15 segments).
