15:45 If Richard kept reading the rules of that section he was reading he would have seen it's written there the player pays at the END of the action!

20:12 He can't use that card right now because you can only use cards to pump the action you just did to get that card in the Aedificator, Legatus or Senatus... the other actions such as the Mercator or the Aedilis, you only take the card after the Extra Action has been done.

28:44 Forgot to Pay 3 coins, to move the brown marker 1 space up in that Region, to take the card and to place a new one on that spot!
