We also run into arthur mcfly and kid tannen at the soup kitchen. We finally run into present day Emmit Brown at the courthouse and he finally tells us about his rocket powered drill once we help him with a math problem using the tape recorder. This part ends right before we think about approaching Kid Tannen near the Barber Shop.
