Why does Booker move SO SLOWLY?

Continuing "Shocktober", I'm tackling my second BioShock game, and the one I was most looking forward to in the pack. I was told that you didn't need to play BioShock 2 to understand this one's story, so I decided to skip B2 and play Infinite first.

This is Part 1 of my playthrough of BioShock Infinite, covering Chapters 1-12.
