So I ran 4 tests here - each section includes 2 videos and one is layered on top of the other at 50% transparency so we can see exactly what the aiming reticle is doing. I frame-matched to the beginning of the draw so they are accurate to within 1/60th of a second (running at 60 FPS). Rotating your character while mounted does NOT have an aim penalty. Rotation while on foot DOES have aim penalty. Rotating your horse while trying to aim DOES give aiming penalty. I hope this was helpful!
Oh, if you're mostly doing mounted archery, DO NOT take the perks that reduce rotation penalty to aim because there is no penalty right now :D
