I am sure some of you want to know how this works.
First you need to understand the game mechanic where mandos are protected from getting 1shot.
The max DMG that you can get with slow rifles like SVD or M95 is 80.
You can deal 80 on a gunner or soldier while 80 HP mandos are protected against that. (90 HP mandos can get 80 DMG)
The-Anti Tank Rifles can deal up to 88 with a headshot and 80 HP mandos are not protected against it. For mandos at 90 HP you will also need the crit damage.

Here is how it works. Not being able to get a critical hit while Piercing Shot is active is the normal game mechanic.
If you manage to shoot the bullet and THEN activate PS after the bullet left the gun but still before the DMG number will pop up you will have a chance at getting a critical hit.
So basically if you do it right every time you will have a chance for a crit on the first shot where the game doesn't negate the critchance.
