Walking backwards is "ALWAYS" fastest. There are exceptions to this where you have a special type of walking which can be seen on 2-3 "Shibuya Underground" where you walk faster forward than backwards. That is just a special occasion and you'll easily be able to identify what is fastest or not by feel.

There are countless of times where you are forced to walk rather slowly. This happens usually during dialogues and whatnot. This is just a simple test to showcase that it's really faster by a few seconds to walk backwards, so similar places will be sure to be free time saves.
