Thinking about it, is the lack of a ferris wheel or other obvious amusement park rides a clever and subtle way to show how they decided to replace fun rides with gift shops to make more money in this too America for America society and more propaganda for children? Or is it just because the devs were way too ambitious and had to cut any sort of ride to make this area smaller and easier to make?

I'd say the answer is...yes.
