The Monument Island has no enemies so far - but only ominous warnings about how the speciment (presumably Elizabeth) is so dangerous, the closer we go the more quarantine period is thrust on us by the government. We have now moved totally into the sinister zone, from sword (army) to key (scientists), as can be seen in each room in this building.
And then we see her - Elizabeth - minding her own business, not realizing she is watched. And we see why she is considered dangerous - she can create portals (kind of) to other places just by sheer will to see it. Booker goes in to rescue her, but the freaking building is under the watch of a gigantic bird like creature! Hopefully we see it later again.
For now, we escape as the bird tears through the building, raging, and we fall down... with nothing to latch on.
