Too see the main way I fight Mendez then see the video linked below.

During the first part of the fight you should mostly focus on his spine as getting his spine to break so that he falls over backwards gives you a good opportunity to shoot him.

As soon as the fight starts turn around & climb the ladder. Go to the left side & stand near the edge to get Mendez to stretch up. As soon as he does, run to the other side & shoot the gasoline barrel to knock him over. Shoot his spine until he starts walking toward you then wait until he pops up again. At that point run to the opposite side again & shoot his spine from behind. Keep going back & forth like this until the second half of the fight.

Run over to the vertical beam near the TMP ammo & aim your shotgun toward the opposite beam. When he drops down, shoot him. If he falls off then you can shoot him some more otherwise run for the center ladder that takes you up to the 2nd floor. At the top step back so you're against the wall & wait for him to come to you. (He can hit you from a distance if you're too close to the ladder. He can also hit you if you're away from the ladder if he comes from the right side. While he usually comes up the middle keep in mind there might be times where he doesn't.) When he approaches, drop down & run back over to the beam & wait for him with your Shotgun. You can try to get a shot off at the top of the ladder, too, but it's a bit risky. Keep fighting him like this until he's dead.
