Click Start - Settings - Devices - Bluetooth & other devices. Under Related settings, click More Bluetooth Options. Select the Options tab and check Show the Bluetooth icon in the notification area. Click Apply - OK.
Since you can't see the On/Off slider in the Settings/Devices/Bluetooth, try updating the Bluetooth driver in Device Manager. Select the Update Driver Software and Search automatically for updated driver software.
Just go to Settings - Devices - Bluetooth & other devices and under Bluetooth turn on or turn off the toggle to either Enable Bluetooth or Disable Bluetooth.
