Apparently, the improvement in loot quality in UVH is due to the "probability of rolling licensed parts attached to gear."
Therefore, if you want gear with a certain license, it seems best to carefully select parts on UVH difficulty.
If you're simply after legendary loot, then you should go with your current difficulty level.
