You know, plot twists usually involve an actual turn in events. Good guys turn out to be bad guys, or a bad guy suddenly find a conscience and becomes the good guy. The situation actually changes. Here, the bad guy is still the bad guy, the other bad guy we haven't seen for a while is also still a bad guy, one bad guy kills the other bad guy but is pretty much doing the exact same plan anyway so it makes no difference to us.
