One of the things many people agree on with Bully, is Rockstar missed a LOT of potential with the clique leaders, as they just.... never spawn in freemode, despite the fact there is a lot of evidence that all leaders were going to appear outside of missions, which raises the question - Why? Why did Rockstar sorely underuse these characters?
