FIXED: Changing ISPs completely removed the problem for me. It was 100% a problem for my ISP, nothing to do with my hardware or settings. Sorry I don't have an easier solution for you!

I don't have a solution for this but wanted to show what these three square icons mean in Call of Duty Warzone. As far as I know packet burst is very different from packet loss and the only way to solve it is to go through your ISP - if they can do anything.
