Can a i5 surface pro 4 play Elder Scrolls online?

8I hadn't uploaded anything in a while so I figured I would try something different. This is the i5 6300u with 4gb of ram surface pro 4. I used Windows DVR to record, and it really hampered the performance. At the end of this video after I stopped recording I was seeing up to 90 fps, but once I put it at default resolution it dropped to 40 fps. So if your doing solo stuff I would say you can play it, but if you plan to ever play in a group.... well you will need something a little better.
