Text summary: All of the files, the ba2's, the ini's, and the esm are all encrypted in the same manner. Examining with a hex editor (post recording) reveals as much. It is possible, and maybe even likely, that they will become unencrypted upon updating once the BETA goes live. Attempting to load the esm with both the CK and XEdit was fruitless.
At this point, it seems likely that Bethesda will use the GTA method of allowing access to servers only after scanning and verifying your game files. However, the fact that
game files are stored locally is very promising for the future of modding for Fallout 76.
