Note: the only “exception” for being able to restore newer prototypes, includes PVT devices, as these models often have the same CPFM and CPRV as prod devices.

And (of course) this applies to the production TSS Apple servers. Apple Engineers are obviously able to restore any OS (prod or dev) to a device, but consumers are not.

This is why there will occasionally be a Prototype Apple device running stock (regular) iOS. However if you attempt to OTA update or restore that Prototype through iTunes, it will fail.
