To play as Shadow, go to the ? on the character select screen and press Start (Options on PS4/PS5) five times and any buttons used to confirm choosing your character (which gives you a randomly selected character.) HOWEVER, if you go to a character you'd prefer to begin with instead, go over to them (like Morrigan for instance) and press Start (Options on PS4/PS5) three times THEN go to the ? and press Start (Options on PS4/PS5) five times and any buttons used to confirm choosing your character to start off with that specific character instead.
Keep in mind, Shadow ditches the character you beat any opponent with to then move on to possessing the opponent you defeated, so it's up to you if it's worth the extra effort or not.
