Regarding small enemies:
It basically goes like Nunchuks. You start out fine and even sometime later down the line you can defeat enemies before they can act without Devil if you mash hard enough. During the last stages of the game there are some enemies which have too many HP + Resistance to be bursted down proper. Even so Knuckles are also fine enough for exploration, given that Dawn is pretty easy overall.
