The Illusive Man's ambition to install humanity as the ruling class of galactic civilization is a loft goal with supporters and critics. Portrayed as the focal organisation of Mass Effect 2, the hidden organisation acts to protect human interests at the expense of others.
But it is responsible for some truly shady actions and experiments too. Of course, the Illusive Man has all sorts of arguments and persuasive answers to justify his actions and who knows, once upon a time, Cerberus was probably founded with noble intentions.
