The release of the Early Start DLC broke the crop based feeders for horse drawn wagons. The fix created a situation where wagons needed crops while stopping other vehicles using them. There is no 'free' horse feeder, creating a situation where trucks are needed to build the first feeder. This video recommends a mod that resolves this situation.

The required mod is Nesselsdorfer First Truck by Ternet18. This provides a range of vehicle types that can be used to get the initial town up and running.
