In early April 2024, the navies of four countries—Australia, Japan, the Philippines, and the United States—held a maritime exercise in the South China Sea. The South China Sea region where the 16,000-strong Balikatan operation took place is not within Philippine territorial waters. The Philippine Coast Guard participated in Exercise Balikatan alongside the warships of the aforementioned nations. U.S. and Philippine naval boats attacked and sank the decommissioned Philippine Navy BRP Lake Caliraya during the Balikatan exercise. The Philippine National Oil Company gave the Chinese-built ship to the navy in 2014.
