Cisco Lab 3.2.1.9 Simulated in Packet Tracer, Odd behaviour

Was attempting to simulate the Cisco lab 3.2.1.9 in Packet Tracer version 7.0.0.0202 and was having ping success where the physical lab would not. It seems to be a time sensitive issue with the correct behavior occurring after about 10 minutes.

I would have expected the pings to fail until all devices finished initializing, however this does not seem to be the case. The pings succeed at first (unexpected) then after about 10 minutes the pings will fail (expected since auto summarizing had not been disabled).
