Some quick video evidence that Barbarian scouts will completely bypass your settlers and builders even when they have a perfect opportunity to capture them. In fact, they will go out of their way to avoid capturing your settlers and builders! It appears that they will however pillage your trade routes.

This footage occurred on Prince difficulty, but I doubt their tactical AI is any different on different difficulties
