The Phantom Doctrine is a Turn Based Tactics game with a heavy focus on meticulous planning and flawless execution. Like XCOM it uses simplistic tile-based maps to calculate complex things such as the line of fire, line of sight and other critical information. Unlike XCOM, it doesn't use percentage-based (risk-based) chance to hit system and completely replaces it with a guaranteed hit with a possibility to dodge. The game is an interesting take on the Turn Based Tactics genre and is in many ways a throwback to the times of Jagged Alliance 2, but is not a ripoff of any of the mentioned games. The game is played by some bizarre design choices and a cornucopia of bugs, but IN THEORY, a fully optimized and updated version would be an incredible experience.
