Took me many many trials to get this done cos everything relies too much on chance when in hard mode. I not only granted Stavros' wish to view his country, I destroyed every invading Soviet unit and let the temperamental general have his piece at a construction yard. With all threats removed, Stavros leaves his hometown a happy man.
