Update: Okay so after working with Cop Rose, this is functioning as designed. The Windows Cleaning Robot actually needs to be plugged into AC power the entire time, if the power plug is removed it will use it's internally battery only to hold onto the Window so it doesn't fall off and break something or itself. This beeping indicates that it lost it's AC power plug.
