"%APPDATA%\SideQuest\platform-tools\adb.exe" shell "setprop debug.oculus.capture.bitrate 9500001 & setprop debug.oculus.capture.width 1920 & setprop debug.oculus.capture.height 1080 & setprop debug.oculus.foveation.dynamic 0 & setprop debug.oculus.foveation.level 4 & setprop debug.oculus.fullRateCapture 1 & am broadcast -a com.oculus.vrpowermanager.prox_close"

The adb commands are after the word "shell" and separated by the "&" with spaces, in case you want to type your own commands. Save it as a .bat file.
(you start with the "setprop", not with "adb shell" because it's already recognized as adb shell)
Make sure you put 1 at the end of the bitrate so it can recognize the correct bitrate that you want.

After that, all you gotta do is run the .bat file while your Quest 2 is connected, you don't even need to open the Sidequest (you still need it installed though, I think).

Got this idea from BMF VR's video: https://www.youtube.com/watch?v=O--eLFufFrA
