OK SO I found the FIX at least on pc, you have to restart from a save before you enter the chapel. you have to then only answer the yellow choices when you meet the contact at the chapel, then you have to walk very slowly to the butcher, before you reach the butcher shop there is a man playing a guitar Chilin on the couch, talk to him twice. and then walk slowly to the butcher, allowing it to render. and don't open the door yet. go to your main and skip time forward by 12 hours twice. and then slowly walk inside. you will see the women in a wheel chair and black dude behind the counters both speaking creole. i tried this many different ways and it was the only pattern that worked
