So in Cyberpunk 2077 a viewer by the name of "ionut alexandru " said that if you turn off screen space reflection quality it gets rid of the fuzzy and grainy pixels in game. So i turned it off and it fixed it ! My game looks way better!

I thought it was the taa but it was the "Screen space reflection quality" it only looks good on ultra, on the rest of the settings it looks grainy. By disabling this setting the game looks much more sharper !
