When I first started invading levels below meta there was several randoms in game, in comments, and occasionally in livestream chat complaining that I was invading below "the pvp meta". There's also never been a shortage of people complaining about ANY item that isn't from what they perceive to be from the start of the game. Personally, I believe it's not what soul level or equipment (in most cases) you're using but rather how you're using them that should be judged.

Although I make my builds with some optimizations, they have never been truly optimized in comparison to what's actually possible at their respective soul levels. This is one of the reasons why I never made a build below SL 35 in DS3, I knew that there was a large number of co-invaders at Highwall to Settlement who were just scummy full Lapp/Havel builds using a straight sword or dark hand who were reliant on numbers. In DS1 I knew properly optimized builds could be notably more unfair but I was honestly so disgusted by so many at low sl that I quite frequently broke my own principles about attacking co-invaders, something I almost never did in DS3.
