MP3 decoding emulation was finally implemented and merged in MAME's source code, this is a nightly binary compiled directly from the git repository from 5/16/2019.

Audio sync is a bit late, might be tweakable but I haven't tried that out. The stutter is from the result of setting the emulation speed to auto, skip 0/10 should avoid that. My weak laptop also has some blame to that, lol
