This is obviously not a perfect fix and the game still needs to be patched, but a lot of improvement can be made. These are the changes that I've found to actually make a significant impact.

(OUTDATED) 1. Install the VRS fix (+ DLSS 2.5.1 for good measure, if you use that). There's a post on the Steam community, google it because I can't put links here. This just smooths out fps in general, since the GPU load is much more even.
(OUTDATED) 2. Cap fps to something you can hit (pretty) consistently. You probably already have MSI Afterburner installed, so just open up RTSS, add the .exe and set a suitable "Framerate limit".
3. Run the game from a slower disk. I'm not kidding, it seems to load everything as fast as possible, so faster disk means more spiky CPU load and more stutter. I had originally installed it on NVMe and it was much worse, don't go too slow though because then loading will bug out and make the game unplayable.

Update 1: Game has now been patched to add a VRS toggle, turn that off since it just makes the game look worse for very little performance boost. DigitalFoundry has a video showing the issues with it.

Update 2: Some people are reporting that there is a shader cache issue if you change graphics settings after the initial shader pre-compile. Basically, set up the graphics settings how you want them, exit the game, delete %userprofile%\Documents\Dead Space (2023)\cache, and then restart, don't touch graphics settings after that. Didn't really make a difference for me, but others are claiming improvements.

Update 3: Capping fps no longer needed as of update 1.04, runs much more smoothly overall, but the traversal stutter that can be seen in this video remains. New video: https://www.youtube.com/watch?v=0M26u1g3ado
