You need to complete The Harvester side mission when you return to Prague for the second time (go to Adam's apartment complex and you will see police tape, go over and talk to the people there to get it) in order to access the books you need to get in the third visit during the follow up side mission.

IMPORTANT NOTE FOR COLLECTIBLES 64-67: In order to get all within one playthrough, you need to choose The Heist story mission and then go to the Church of the Machine God when Prague is under Martial Law. XP Books 64-66 have been moved to the beginning of when you will be in Prague the third time under martial law (sorry if spoilers for that comment).

This video shows the locations of all the XP books in Deus Ex Mankind Divided. I recommend the following augments as ignoring some augments can prevent you from collecting everything. This is CONFIRMED, I got the achievement using the same process as shown in the video.

Augments:
• Hacking Capture – all the way to level 5 hacking
• Implanted Rebreather (is required)
• Cybernetic Arm Prosthesis (Optimized Musculature, Punch through wall if you have enough kits but you could probably get around that)
• Icarus Landing
• Cybernetic Leg Prosthesis (Klipspringer Jump Mod is required)
* Remote Hacking
