After getting off the collar - Scarlett's Diary - The collar quest - by talking to Nebora in Fort Joy you can get to prison after any guard will see you also you can fight them, but it's not to easy. In prison kill the rat or talk to it - Pet Pal talent required, to get lockpicks, or force break the doors. In chests you'll find your stuff. Doors next to your cell will lead you out. You don't have to fight monsters in there - they won't attack you unless you attack them.
