You can BLJ though the rail by using the camera transition to lag the game (this is because the BLJ is tied to FPS, the lower the framerate, the easier it is to BLJ).
Then, make your way to the left side of that gateway, and with a precise setup, BLJ under the plank on the other side. There, you can wiggle the thumbstick to clip through the gate.
The strange camera angle is the effect of skipping a trigger to make the camera works properly. This only happens in the PSP version.
