Spectre is one of the best hard carries in the game because of his ability to steal kills around the map, get radiance, and be a huge nuisance to enemy supports during teamfights. There are some decent counters in the game, but if you play correctly you'll be just fine.
In the early game the general build is to pick up a stout shield, phase boots, and urn, and then you can participate in ganks with your ultimate and farm until you have a radiance.
Transition into farming and teamfights and get hp items and some utility depending on what you're playing against.
