1In my level of play, dealing with a creep skipping or just plain aggressive Axe can be annoying. However, if your farmer can keep a distance while kiting Axe, then things can go rather smooth. Veno is a decent counter to Axe in the early to mid game. Apply poisons, ward his path to keep him slow and gale him for more of the same. Don't forget to buy wards.
