13:47 Richard couldn't build that Industry in that region because the Insurgents are unopposed there... so nothing can be built until some troops are deployed in the region

19:24 No... Players and the Government may only develop cities using their own Industries
20:04 Again... this is not legal because it's the Government that's building the city... so the government would have to use one of their own Industries
20:30 The City Development Marker in track above in the top part of the board should have advanced one space because a city was developed... Also, Richard should have received 1 Medal (Point) because he controls the Minister and when a City is developed by the government, the player that controls the Interior Minister receives 1 Medal

It's 50% of the full price of Building a City... the discounts from flipping industries wouldn't be taken into account... so in this case, the cost of building the city is $2000 the player could have taken up to $1000 if the Interior Minister had that much on them left

The diamond can either;
