Okay, the best way to get your hands on a large pool of manpower is to become the War Minister. This'll give you access to the Imperial Army, which is enormous... the downside is that using Imperial troops means your force will have very low morale.

If you can balance Imperial soldiers with highly motivated county or city garrison troops you should be okay. Then it's just raising the cash to buy the supplies to keep 'em all fed... no problem!

We'll also cover some of the actual political appointments along the way.
