The candle flame is surrounded by a cloud of free electrons. When the spheres become charged positive and negative, the flame is attracted to the negative sphere because the free electrons in the air around the flame are repelled by the sphere, leaving the flame with a positive charge. The flame jumps back when there is a spark discharge that drains the spheres of charge. The spark occurs out of view.

I used a Wimshurst Electrostatic Generator with the rods and spheres removed and placed further away. The rods are connected to the generator with insulated cable. This Electrostatic Generator separates electric charge by moving more electrons to one of the spheres causing there to be fewer electrons on the other sphere. This also creats a potential difference between the spheres.
