Wei Wei Base ATK up 90%
Wei Wei S3 Skill gems gives 11% increase
90x1.11= 99.9% ATK Up now on S3
The skill gems were not an addition but an "increase" on the multiplier
so instead of 90% + 11% = 101% we get 99.9% (true outcome)
Keep in mind her skill only adds 90% ATK to your base stats, not the stats that get buffed from her passive or any other hero passive.
So the formula WILL NOT be 13096x1.999
It WILL BE instead 11906x1.999 + the Wei Wei 10% ATK up on base.
So finally we have
11906x1.999 + 1190 = 24990 "
