At last, the battle with Lt. Surge...here's some tips to help you against this seasoned soldier:

If you have Ivysaur, you'll be okay, since Grass absorbs Electric attacks

If you have Wartortle, he should sit this one out and let the Ground types do the job.

If you have Charmeleon, he can do some damage, about on par with Ivysaur.

The only thing to worry about is Raichu...his Mega Kick can be deadly for your Ground type. You could try doing what Ash did and use a Pikachu against him, but I don't recommend doing this unless you have no other options or feel extremely lucky.
