Reason AMD Error 1604 and 1603:
Radeon Software Installer has detected that some components from a previous
Radeon Software package were not correctly uninstalled.
The installation cannot proceed until these components are repaired and removed.

Solution:
Use the AMD Cleanup Utility to remove any existing or damaged driver files and registry entries.

After running the AMD Cleanup Utility, re-install Radeon™ Software.

incase its still shows error in installing AMD Graphic Driver...
then download: Microsoft Program Install and Uninstall troubleshooter and run it

The troubleshooter is designed to repair issues and fix corrupted registry keys that prevent installation of programs.

Once launched, the Microsoft Program Install and Uninstall troubleshooter will go through a detection phase and
then provide a list of software components that can be selected for repair.

From the list, select “AMD WVR64” and proceed through the troubleshooter prompts until the repair is complete.

Rerun the Microsoft Program Install and Uninstall troubleshooter and this time select “AMD DVR64” from the list for repair.

Finally, run the Microsoft Program Install and Uninstall troubleshooter again and this time select
“Branding64” from the list for repair. Once completed, re-install Radeon™ Software.
